Board Meeting Minutes:

August 13, 2024

Thank you to all who attended our board meeting Wednesday night. The Board was able to discuss several of our budgeting issues and we had a lively Q&A with the attendees. The Board will be holding several budget meetings in the near future as we work toward finalizing our 2025 budget. In these meetings we will need to focus intently on the finances, and we ask your indulgence as we do not take questions in those dedicated meetings. 

However, we believe as you do that communications between the Board and all Association members is important. We will set up in the coming weeks a Board meeting dedicated to answering your questions. This will be in a location more conducive to group discussions rather than in the coffee shop. We will keep you updated on the date, time and location. Seeking volunteers for committees to work with the Board:

Communications Committee: building on the good work done by Elaine Francel in developing a community website, we are asking for volunteers for a committee to assist the Board in keeping our Association members better informed and in gathering input from homeowners.
Landscaping and Architectural Review Committee: help work with our landscaping company in maintaining the attractiveness of our community, help develop landscaping plans for our common areas, and review any submitted proposals from residents for changes to the exterior of their homes. 
Social and Annual Meeting Committee: help plan social gatherings of our members to facilitate our community spirit and assist the Board in planning and staging out annual meeting. It will be held in a location large enough to accommodate all members who RSVP to the annual meeting invitation. This meeting is held at the end of the year to review the budget and announce the election of new Board members. The three Board members hold staggered two-year terms and one is up for election this year. Notices for submission of candidacies will be sent out in the early fall.

Special Assessment and 2025 Budget:

As the Halcyon Village HOA Board and the Residential Association Board prepare our 2025 budgets, it appears that we will need to introduce a special assessment in the coming months to cover our 2025 dues to the Master Association and additional costs not covered by our current monthly dues. Be assured that the boards of all our neighborhood Associations will strive to keep assessments and monthly dues to the minimum required to cover our obligations and accomplish our goals.

Roads and Retention Pond

As most of you are aware, the developer, RocaPoint, will not pave the roads nor improve the retention pond until after all construction is completed. For our neighborhood that includes the lot next to the gym which has been zoned as commercial office space. We spoke with our county commissioner last week to ask if there was anything the county could do to help with the pond and roads. Waiting on a call back. One request was asking them to encourage RocaPoint to at least asphalt around manhole covers as has been done on some parts of our roads. As you are probably aware, the county holds a construction bond with RocaPoint to guarantee completion of the development.

Parking

Registration of homeowner vehicles continues. CMA will soon distribute parking permits to registered cars for parking in the Halcyon Village cutouts and the Garden pool parking. Registration is voluntary and not necessary if you do not plan to park in these areas. New visitor parking permits will also be distributed. The new visitor permit will have a space for your house number. The underlying rationale for registering vehicles and identifying guest vehicles is to ensure that our parking space are used by residents and guests only and to alert owners if a vehicle needs to be moved.

Landscaping

Once our new budget is approved, we will have funds to care for all the grass, trees and shrubs outside of our fences and patios. We will also need additional funds to help control irrigation and drainage outside of our fences and patios, and in the common areas. Additional funds from the Residential Association will be available to improve the look of the area known as the “dog park”, which we will now refer to as the Village Park. We will also improve the landscaping along the Village Walk. We currently do not have the funds, nor do we plan to include them in our 2025 budget, for maintaining the landscaping or irrigation within the single-family home fences or townhome patios. Individual homeowners can contract directly with our landscaping company through CMA.
