Homeowner's Observation of Board HOA Meeting

Homeowner Assessment pending to cover 40K shortfall -- estimated to be approximately 1K per household

HOA fees to be raised to cover expenses moving forward. Amount pending budget assessment

Budget still being worked on between the Board members and CMA - The Village HOA has a large deficit as well as the Garden HOA

Residential Association board is made up of the 3 HOA presidents (Village, Garden and Garden Townhomes)

The pool is the largest expense for the Resident Association
- repairs to pump, filter, heater needed
- new furniture
- raise gate to deter access
- purchase defibulator

Projected landscaping budget will include maintenance of common areas and areas around single family homes. Maintenance of interior yards/patios are not included.

Car registration is voluntary. Cars parked in violation of the rules will be tagged with a sticker removable only by a razor blade (ex. police violation stickers).

The diagram on the right illustrates our HOA's structure and the distribution of dues between the residential and master funds annually. Halcyon Village, Garden Homes, and Townhomes contribute to the Master Association, with residential contributions totaling $190,000 for 2024, projected to rise to around $200,000 in 2025. Consequently, each resident can expect a Special Assessment of approximately $1000 in early fall 2024, pending final confirmation by the Board in the coming weeks.

This news may come as a surprise to some homeowners. Unfortunately, after consulting legal counsel, the terms outlined in the Covenants, Conditions, and Restrictions (CCRs), available in the HOA documents, provide no legal recourse to contest these fees. Our contributions are a source of funding the community as a whole-- enhancements such as music events, decorations, and other programming that contribute to drawing people to Halcyon to make it an overall success.

Looking ahead, the Board will explore strategies to mitigate the impact of the Master Fees, as current dues alone cannot cover neighborhood expenses and these additional fees. Residents will have opportunities to vote (on the website) on proposed options in the upcoming weeks.

Regarding parking concerns, please visit the VOTE page now on our website to provide feedback. Discussions during our recent meeting highlighted issues primarily at the pool area rather than in the Village, but we value input from all residents.
